Please introduce your company and give a brief about your role within the organization.
HROne was founded in 2005 to help foreign investors operating in China navigate through local employment, HR, and payroll requirements by offering fully outsourced solutions. We are specialized in PEO/employment outsourcing, payroll and tax, social benefits administration, and recruitment. Our audience is primarily composed of foreign investors, and we help especially small and medium companies that lack the capacity to fully operate HR and payroll in China.

As the CEO of the company, I am responsible for the major corporate decisions, managing the overall operations and resources of the company.
What is the story behind starting this company?
I founded the company after working for more than 20 years in HR for multinational companies here in China. Working in HR, I realized that for many foreign investors, entering and operating in China wasn’t as easy as for big companies. Especially small and medium companies usually do not have an internal HR team that can manage all the employment requirements, but not doing this can lead to issues with the Chinese government. I founded the company with the mission of reducing the HR burden on these kinds of companies and allowing them to operate in China in an easier and low-risk way, having like this the same opportunities as bigger companies.
What are your company’s business model–in house team or third party vendors/ outsourcing?
We have a combination of both. We use our in-house team so that we can directly support our clients in all HR and payroll matters, but we also outsource to other third-party vendors. For example, in the case of visa for foreign workers, we ask the support of local providers in different cities to better serve the needs of our clients.
How does your company differentiate itself from the competition?
Our team is composed of local experts with more than 20 years of experience working in HR in China. We are able to support our clients for every inquiry related to new policies and we have a bilingual team able to communicate with international clients. We are one of the few companies in China to have obtained two ISO certifications: ISO 9001 for Quality Management and ISO 27001 for Information Security Management. These certifications represent a certainty that the employees, processes, and the IT systems that we utilize here at HROne conform to the standard risk management processes set forth by the International Standardization Organization (ISO) while also following the systematic approach of managing our client’s sensitive information.
What industries do you generally cater to? Are your customers repetitive? If yes, what ratio of clients has been repetitive to you?
We offer our services to different industries operating in China. Among these, we have food and beverage, automotive, IT, consulting. Our clients are repetitive because of the nature of our services. Every month they would need to continue to use our solution to be compliant with Chinese law.
Please share some of the services that you offer for which clients approach you the most for?
The main services that we offer are the PEO/EOR solution and the payroll solution. The clients approach us for the first service because they need a solution to hire employees in China and manage employment relationships without a local company. The payroll solution is useful for our clients because in this way they do not have to manage all the taxes, salary, and social benefits requirements, being able in this way to become 100% compliant with Chinese regulations.
What is your customer satisfaction rate according to you? What steps do you take to cater to your customer’s needs and requirements?
The customer satisfaction rate is 95%. The important thing in our business is to operate very closely with our clients. Regulations about HR and payroll change in China, and these changes can bring problems to our clients. We make sure to inform our clients whenever there is a new regulation or an update so that they can take the measures to be compliant. We are also always available whenever they meet problems with their employees, and we help to mitigate the communication between clients and Chinese local governments.
What kind of support system do you offer to your clients for catering to their queries and issues?
Our CRM and operation teams are always available to support our clients when they have questions and doubts about policies or they need help to solve employment issues. We also offer the possibility to use our payroll system to help employees of the client companies to check their paystubs. We give our clients access to our employee portal and we are also able to support their tax and accounting requirements with our finance system. An internal system is also used to make sure that all client’s inquiries and processes are properly managed.
What kind of payment structure do you follow to bill your clients? Is it Pay per Feature, Fixed Cost, Pay per Milestone (could be in phases, months, versions etc.)
The payment is recurring. Every month the clients pay a fixed fee plus the employment cost for their employees in China (this can vary because taxes and social benefits paid can vary every month). An important addition for our clients is the possibility to pay in different currencies. Thanks to our presence in both Mainland China and Hong Kong, we are able to accept all the major currencies, making it easier for the clients to pay for the services.
Do you take in projects which meet your basic budget requirement? If yes, what is the minimum requirement? If no, on what minimum budget you have worked for?
We are usually open to discuss the requirements, also in terms of budget, directly with the potential client, so as to give customized solutions for their needs.
What is the price range (min and max) of the projects that you catered to in 2020?
The price varies based on the business size and the headcount. It is usually around 10-20% of direct labor cost.
Where do you see your company in the next 10 years?
I see the company as the leader of the HR and payroll market in China. We will build an owned payroll platform for our clients to help them keep track of everything related to payroll, from time attendance to paystub. I want to see the team grows more by hiring talents that can help to develop our business in other local markets and to be always ready to serve our customers. We want to become the most reliable business partner for foreign investors in China, helping them to build a robust business in China.

Review Summary

As a company operating in many countries around the world, we needed a solution to allow us to compliantly manage HR. After we decided to enter China, we started to look for a solution to hire the first employees in the country and manage the payroll for them, because in the first stage we didn't want to set an entity in the country. I found HROne online and I asked for more information regarding their PEO service.

I was contacted by the team who have since the beginning helped me. They provided me with more information about the service offered and all the regulations about HR and payroll in China, so to have a better understanding of the situation.

After the first year using HROne's service, I can say that I am satisfied with the company and the team. Particularly, the team is always available to help me, answer any questions I may have, and share important policy updates without me having to ask.

I highly recommend HROne to companies that have the need to expand in China and need help to manage HR.
