As per my personal usage, PyTorch and TensorFlow are the best frameworks that have dominance in this space. Tensorflow creates a static graph and Pytorch creates a dynamic graph. You cannot modify it at the run-time once the computational graph is created. This makes the TensorFlow a more efficient performer, but the code, at the last, receives messy and unreadable borderline. On the other hand, Pytorch might be a bit slower, but it can be manipulated easily for creating prototype ideas. Usually, it just takes a day to get comfortable with Pytorch.

If you are thinking about ML, you can mostly opt for python as a first preference because lots of libraries and support are available and python is easy to learn as compared to other languages. You can also read about Keras and spaCy · Industrial-strength Natural Language Processing in Python. These two are new but very useful in NLP and Deep Learning.
