The Domestic Prepaid Air Sticker was originally created by Skyroad Express, the real reason for the introduction of the prepaid air sticker was because at the time Skyroad Express had a cash flow problem and they figured (calculated) it would be much cheaper to print prepaid stickers and sell them, as opposed to buying and printing plastic satchels, which were much more expensive to have made!

Skyroad had a major corporate customer that would purchase a 12 month supply (100,000- 200,000) satchels prepaid (pay in advance!) not bad !,I wonder if it happens today, that particular client still going strong in 2018!
