Perpetum is an Employer of Record and technical recruitment company headquartered in Sofia, Bulgaria. Our clients are US and UK technology companies that want engineers in Eastern Europe and do not want to register a company there to get them. We run the search and we become the legal employer, so one partner is accountable for both halves of the hire.

Hiring in Bulgaria without a legal entity

The usual route is a recruiter for the search, a payroll provider for the employment and a local lawyer to check the contract. That is three vendors, three invoices and nobody who owns the outcome. Under an EOR arrangement the engineer works for your team every day, while we hold the employment contract, run payroll, remit taxes and social contributions, administer benefits and carry the compliance risk. You approve the person; we make them employable.

Where we hire

Bulgaria is our home market and the majority of our placements. We also recruit in Romania, Poland, Serbia and Ukraine, and cover Colombia and India when a client needs hours outside the European working day.

What it costs

Employer of Record starts at $299 per employee per month plus 10% of gross salary. Turnkey Staff Augmentation starts at $899 plus 10%. Permanent search is 25% of annual salary. Our salary benchmarks and total employer cost for Bulgaria are published rather than held back until a sales call.
