“This is not Panacea”
When there was the first delivery, literally nothing worked. This was real shock for us as the client. The problem comes not from non existent testing. The problem is in the developers. They do things which look OK, when you just look at then on the web page. But logic of work might be not implemented at all or implemented with critical bugs. On each delivery there were apparent bugs, which were already fixed in the past. At some point amount of such bugs exceeded critical level. Code quality is bad, which leads to huge time needed to debug the problems.
