The project team did a round of internal discovery, making sure to document the current process as a base for changing flows, including moderated testing with existing users. They then sketched out flow diagrams of alternative orders/different ways to acquire the same information. That evolved into low-fidelity wireframes, which were then used to conduct moderated and unmoderated testing and uncover any new problems they introduced.
Those wireframes were refined based on feedback, then expanded into high-fidelity designs, with constant refinement along the way, including one additional round of unmoderated testing. The result was a thorough and well-documented Figma project with all screens needed to move to implementation.
